The New Zealand Number Framework

There are two main sections in the framework.

  1. Knowledge – outlines the key items of knowledge required by students.
  2. Strategy – describes the mental processes students use to solve problems.

Underpinning the framework is the students’ ability to explain and discuss ideas.

There are nine stages within the framework. Children are assessed and placed at a stage on the framework according to the most advanced strategy they use to solve problems. The teaching programme is then guided by sequenced progressions in order to take them forward.

There are three operational domains: addition and subtraction, multiplication and division, and proportions and ratios.

Further information

  • Descriptions of each strategy stage can be found in book one (PDF, 800KB) of the numeracy project resources.
